Lawrence A. Helm

Mr. Helm has 17 years experience in analysis and integration of plans, policies and goals at NASA Headquarters. Having expanded our corporate client base to include all of NASA's major lines of business, he now leads and manages Information Dynamics' Washington, DC office, providing strategic support for Federal clients. His key strengths are:
- The vision to lead, and the strategic skills to organize new programs: initiated the first EA Programs for the four NASA Mission Directorates (Science, Exploration, Aeronautics, Human Space Flight). (2006-2008)
- The ability to convey tactical complexity to executive audiences: authored Mission Focus Reviews (Science Data Centers, Payload Operations and Integration), rationalizing the existing investment portfolio, including independent validation and verification of management oversight processes. Analysis yielded clear target state requirements which were incorporated into the NASA Transition Plan. (2006-2007)
- Discipline in Project Management: led key systems integration activities, including "Project Rosetta," the integration of legacy Earth Science and Space Science information systems into the newly formed joint Science Mission Directorate. (2004-2005)

Duncan Niblett

Mr. Niblett has over 10 years of experience as a project manager in the business administration and information systems industry. For the past 6 years he has been working on meeting the business architecture and strategic infrastructure needs of the Science, Exploration and Aeronautics Research Directorate's at the National Aeronautics and Space Administration (NASA) Headquarters. His strengths include:
- Effective leadership and strategy formulation: led the strategy development and approach implementation of contract services for a multi-disciplinary team of subject matter experts and business analysts supporting NASA HQ; cultivated stakeholder support through an acute awareness of the political landscape; presented executive briefings to the NASA HQ Configuration Control Board (CCB) and organizational leadership; corporate representative to the Maryland Space Business Roundtable for networking and business development activities.

Shannon Lantzy

Ms. Lantzy has seven years of experience working for NASA headquarters analyzing and managing the development and implementation of new business tools and processes. As an architect supporting the advance of a coherent framework for several NASA lines of business, she provides program analysis and participates in strategy formulation. Her strengths include:
- Superior analytical skills demonstrated by effective logical process modeling and incisive gap analysis: supported numerous segment architecture, agency-wide information architecture and knowledge management activities.
- Ability to identify and apply creative and innovative solutions tailored to meet shifting customer requirements: conceived of and implemented the first code repository and wiki system for NASA Headquarters IT contract, alleviating single points of failure and enabling multi-engineer team development.

Joseph Michael Smith
Enterprise Architect
In addition to his current role in support of NASA – with the Exploration Systems Mission Directorate (ESMD) beginning in 2007, and more recently focused on the Agency’s Open Government initiative - Mr. Smith has nearly 20 years of program, project, and people management experience in the telecommunications industry. He has an established track record of fostering, maintaining, and advancing business relationships that produce results. Mr. Smith is a certified Enterprise Architect with the Information Dynamics DC office. His strengths include:
- Proven leadership and experience managing multiple, concurrent and complex projects: the on-time/under-budget delivery of ESMD’s Segment Architecture final report (December 2009) as an Enterprise Architect at Information Dynamics; infrastructure development and Accounts Receivable platform reconciliation efficiencies leading teams of 11-18 individual contributors and managers in the role of Senior Manager, Finance at Verizon Business.
- Solid project management and meeting facilitation skills: contractor lead for NASA Mission Directorate Segment Architecture Strategic Focus Area working group; contributed to emergence of MCI from bankruptcy by guiding transition of domestic and international cash application and sub ledger reconciliations from multiple groups and 7 locations across the country to a centralized, functional hub as a Senior Manager, Finance at MCI.

Jason Werpy
System Engineer
Mr. Werpy has over fifteen years experience managing and architecting complex software systems for both private business and large-scale Government science installations. He has led and participated in the full lifecycle of satellite imagery handling, from manipulation and calibration to design of satellite data architecture and transfer processes. He currently provides oversight and direction on the Technical architecture of the LP DAAC (Land Processes Distributed Active Archive Center). His strengths include:
- Comprehensive end-to-end understanding of complex data systems: oversaw the design and development of Systems for EROS (Earth Resources Observation and Science) Data Center. Projects dealt with the collection, processing, and distribution of satellite image data
- Conception and management of efficient operations: created budgets, network plans, backup systems and policies, and established operations for 3M plant.
- Leadership and direction of technical teams: Managed the creation of MRTWeb, a tool that allows users to re-project, mosaic and subset MODIS data from the Terra and Aqua Earth observing satellites; lead team that developed a centralized data repository for LDCM (Landsat Data Continuity Mission); oversaw network planning, design, and implementation at 3M plant.

Mike Tarrell
System Engineer
Mr. Tarrel brings 15 years of technical and managerial experience in engineering, information technology, and consulting, focusing on IT and infrastructure architecture, and system migrations. He currently supports the USGS EROS Data Center and NASA. In addition to his work for Information Dynamics, Mr. Tarrell serves as an Adjunct Professor of Computer Science teaching both undergraduate and graduate courses. His strengths include:
- Ability to assess and communicate the ROI of capital investments: proposed improvements that enhanced system solutions while cutting costly overhead and generated approximately $3M in savings in FY07 for Gateway, Inc.
- Expert technical management of large projects: managed the design and build-out of a 22,000 square foot data center facility ($20 million).
- Facility to translate policy into planning and operations: Implemented technology and procedures that ensured Gateway’s compliance with Payment Card Industry (PCI), Sarbanes Oxley (SOX), etc.

David Hill
System Engineer
Mr. Hill has sixteen years of experience creating scalable, fault-tolerant software systems with specific expertise in high-traffic, distributed environments. For 8 years he was a member of the U.S. Air Force Intelligence Community and served extensively in the Middle and Far Eastern theaters. Currently, he is working on the development of an enterprise software architecture at the EROS Data Center (Department of Interior/USGS). His strengths include:
- Precision and efficiency in high-value rapid execution: As a SOA architect for SAIC delivered four full satellite imagery production systems in four years (LODADS, SPOC, Service Framework, LVAP). As an Airborne Systems Engineer for the USAF he performed emergency engineering changes to a broad spectrum of electronic reconnaissance systems hardware and software.
- Innovative design: researched, prototyped and implemented novel method for deep web content retrieval: Standardized content normalization and applied artificial intelligence to expose hidden content clusters and semantics.
- Intuition for tailoring system to mission: led successful modernization of the Nuclear Planning Execution System and Command and Control Gateway amidst competing requirements and diverse stakeholders. Spearheaded and led USSTRATCOM Decision Support Tool transition from research to operations to enable target analysis and assessment within the greater command and control community.
